Construction to Start in Second Half of Next Year, Completion Targeted for 2028
Public housing complexes with 658 units and 276 units will be built on the bus garage site in Jangji-dong, Songpa-gu, Seoul, and the former Geumcheon Police Station site in Sillim-dong, Gwanak-gu, respectively, both slated for mixed-use development.
On the 29th, Seoul City announced that it conditionally approved the "Jangji Bus Garage Vertical Development Housing Construction Project Plan" at the 3rd Public Housing Integrated Deliberation Committee meeting held on the 28th.
The site in question is the Jangji Public Bus Garage located between Jangji Stream and the Metropolitan Area 1st Circular Expressway. Following the approval, a total of 658 public housing units will be constructed on a total floor area of 134,460.91㎡, ranging from two basement levels to 25 floors above ground, along with a public bus garage, a swimming pool for residents and local community members, and neighborhood living facilities. The project aims to address issues such as aging garage facilities, insufficient parking spaces, and the introduction of electric buses, while supplying public housing for newlyweds and others. Construction is scheduled to begin in the second half of next year, with completion targeted for 2028.
The "Jangji Public Bus Garage Vertical Development Project" is a vertical mixed-use project for public housing innovation, introducing five innovation measures: urban space transformation, "365 Days Anywhere Seoul Garden," attractive Seoul creative design, spacious high-quality rental housing, and community and living SOC facilities in collaboration with the local community.
First, the public bus garage, which was previously vacant land, will be modernized to block noise, dust, exhaust fumes, and light pollution caused by the garage buses, thereby improving the urban environment. The introduction of electric buses will respond to future energy changes and improve working conditions for employees.
Green spaces will be created on top of the garage to establish a green network connecting the surrounding neighborhood park and Jangji Stream, providing resting areas for local residents.
The public housing apartment complex plans to break away from the conventional box-like apartment style by incorporating private front yards and shared terraces, offering diverse facades. Additionally, rooftop gardens, green terraces, and community atriums will be developed to present a housing complex harmonized with nature.
The exclusive area of the public housing units will be expanded 1.5 times compared to existing standards, consisting of 31, 41, 51, 56, and 59㎡ units, with increased floor heights to secure comfortable living spaces. The latest housing trends are reflected with built-in air conditioners for each unit and various storage spaces. The complex will also include abundant community spaces such as a small library and open shared areas to enhance residents' convenience and satisfaction.
Furthermore, facilities such as a swimming pool, cultural classes, and multipurpose rooms will be established to improve the quality of life not only for residents but also for local community members.
Han Byung-yong, Director of Seoul City's Housing Policy Office, stated, "The Jangji Public Bus Garage Vertical Development Project is expected to become a representative case of vertical public housing projects, leading to more active regional development using underutilized spaces. We will continue to supply public housing that serves as a hub for regional revitalization, used not only by residents but also by the local community."
At the same meeting, the 3rd Public Housing Integrated Deliberation Committee also approved with modifications the "Gwanak Cultural Plaza and Public Housing Complex Housing Construction Project Plan." This project involves constructing a public housing complex with 276 units and the Gwanak Cultural Plaza (Seoul Metropolitan Library) on the former Geumcheon Police Station site at 544 Sillim-dong, Gwanak-gu. The public housing will be supplied to youth and newlyweds. Construction is scheduled to begin in the second half of next year, with completion targeted within 2028.
To innovate quality according to Seoul City's rental housing innovation plan, the public housing units will be diversified with exclusive areas of 31, 46, and 57㎡. The complex will include shared spaces for communication and interaction such as a fitness center, laundry room, shared kitchen, and senior citizens' center.
Additionally, a metropolitan library accessible to all local residents will be established, serving as a community facility and a "cultural landmark" along the Southern Circular Road, contributing to improving residents' quality of life. The design incorporates open spaces and wooden decks to facilitate natural inflow of local residents from the existing northern residential area.
Director Han said, "Following the relocation of the Geumcheon Police Station, the area had been stagnant, but this project, including public housing supply and the library, is expected to revitalize the region and serve as a new information and cultural hub."
