Passed with only Democratic Party members voting, People Power Party absent
The Special Act on Support for Jeonse Fraud Victims and Housing Stability, centered on 'rescue first, recovery later' (Jeonse Fraud Special Act), was passed solely by the Democratic Party of Korea, while the People Power Party expressed its intention to recommend that President Yoon Seok-yeol exercise the right of veto.

On the 28th, Choo Kyung-ho, floor leader of the People Power Party, told reporters during a plenary session at the National Assembly that if the Jeonse Fraud Special Act is passed, whether they would recommend exercising the veto. He said, "As I have explained repeatedly, this law has several issues, so if it is unilaterally processed, we plan to recommend the exercise of the veto."
The Jeonse Fraud Special Act was passed with only Democratic Party members voting, as People Power Party members were absent from the plenary session. The law centers on the Korea Housing & Urban Guarantee Corporation (HUG) and other state agencies first purchasing the deposit return claims of Jeonse fraud victims, then HUG collecting from landlords through claims and subrogation to recover the funds.
Floor leader Choo stated in a morning meeting, "Especially due to the effectiveness issue of 'rescue first, recovery later,' rapid relief for Jeonse fraud victims is difficult, and if trillions of won of massive national funds are invested but recovery later proves difficult, the loss will be entirely passed on to the public burden."
Regarding the final rejection of the special prosecutor law for Chae Sang-byeong, Floor leader Choo said, "I will not make a specific evaluation. After many discussions with the members, our lawmakers stood united without deviation on this issue as a party stance," adding, "I hope that investigative agencies such as the High-ranking Officials' Crime Investigation Office and the police will promptly and strictly deliver investigation results."
