Seongbuk-gu. Successful Completion of the 2nd Seongbuk Policy Audition on the 27th... Grade 6 Administrative Midfielder-Level Participants Submit Excellent Policy Ideas
Seongbuk-gu, Seoul (Mayor Lee Seung-ro) has completed the ‘2nd Seongbuk Policy Audition,’ where grade 6 team leaders and non-assigned public officials directly discover and carry out projects, taking full responsibility for the entire process until results are achieved.
The difference from the ‘1st Seongbuk Policy Audition’ held in 2023 is that the participants were expanded from only grade 6 team leaders to both grade 6 team leaders and non-assigned officials to gather more innovative and diverse proposals tailored to Seongbuk.
A total of 24 proposals were submitted for this year’s audition.
In the preliminary screening by the working committee, proposals were evaluated based on detailed criteria such as feasibility, difficulty, importance, and creativity, and 8 proposals were selected to advance to the final round.

The 8 finalists, who passionately prepared for the final round even giving up their weekends, each presented their proposed projects for 5 minutes, followed by an on-site vote by 70 field evaluators composed of Seongbuk-gu public officials.
Along with this, the scores from the judging panel’s on-site evaluation were added to select the outstanding proposals. The judging panel included Professor Yang Ji-yeon from Dongduk Women’s University’s Department of Cultural Arts Management, Professor Jang Han-il from Kookmin University’s Department of Political Science and Diplomacy, Professor Hong Yong-sik from Hansung University’s Department of Business Administration, as well as the Deputy Mayor and Policy Advisor.
The grand prize of the 2nd Seongbuk Policy Audition went to Jo Yeon-hee, team leader of the Welfare Policy Division, for ‘How about checking on vulnerable groups like this?’ The excellence awards were given to Im Young-geun, team leader of the Planning and Budget Division, for ‘Revitalizing Seongbuk-dong cultural tourism through village bus route adjustments,’ and Jung Yong-geun, team leader of the Architecture Division, for ‘Creating a beautiful and dignified Seongbuk through nighttime lighting installation.’ The encouragement awards went to Kim Ha-yeon, team leader of the Culture and Sports Division, for ‘Shining Seongbuk, Dreaming Seongbukcheon! Creating the nighttime landscape landmark ‘Seongbuk Starlight Yard,’’ and Choi Soo-young, team leader of the Parks and Greenery Division, for ‘Park walk with audio guide, ‘Park Docent.’
All these projects will be led and executed by the proposing employees, who will also be responsible for the final performance evaluation. The district plans to provide exceptional incentives to employees who achieve outstanding results in the final evaluation. Incentives will also be given to employees who contributed to the project alongside the main proposer, based on their level of contribution.
The district will continuously evaluate the execution process and effectiveness of the selected projects, and the other proposals that were not selected will also be reviewed through a deliberation process and reflected in district administration.
Lee Seung-ro, Mayor of Seongbuk-gu, said, “To create better policies for Seongbuk residents, we held the policy audition again this year to actively adopt excellent projects from other local governments and discover outstanding projects suited to our local conditions. I was surprised by the higher-than-expected interest and participation.” He added, “I will personally oversee budget securing and progress monitoring during the concrete realization of innovative ideas and continue various efforts, such as the Seongbuk Policy Audition, to make Seongbuk a better place to live.”
