Daegu City will be the first local government to completely abolish the residency requirement for applicants seeking employment at its four affiliated public enterprises and organizations (Transportation Corporation, Urban Development Corporation, Public Facilities Management Corporation, Agricultural and Marine Products Distribution Management Corporation) starting in 2025.


This is a bold move to expand the employment opportunities at city-affiliated public enterprises, which were previously limited to local talent, to a nationwide scale. Now, anyone who wishes to work in Daegu can apply, as the city has dramatically improved its recruitment policy to attract outstanding talent from across the country.

Currently, the residency requirement for applicants to Daegu’s local public enterprises stipulates that candidates must either reside in Daegu as of the public recruitment announcement date or have lived there for at least three years in the past. Despite the absence of any higher-level legal mandate for such residency restrictions, this requirement has been customarily applied by local public enterprises in all municipalities outside the Seoul metropolitan area.


Since the launch of the 8th popularly elected administration in 2022, Daegu City has actively pursued structural reforms, including the consolidation and reorganization of its affiliated public institutions. As a result, Daegu ranked first nationwide at the Local Public Institution Innovation Reporting Conference hosted by the Ministry of the Interior and Safety in January 2023, demonstrating continuous efforts to improve public institution management.


The abolition of the residency requirement for local public enterprise applicants is a follow-up measure to the organizational reforms of public institutions promoted by Daegu City for innovation. The city is determined to attract talented individuals from across the country to lead Daegu’s public enterprises into the future, completing the final step in the innovation of public institutions.

Mayor Hong Joonpyo stated, "Starting in 2025, we have decided to abolish regional restrictions not only for new civil servant recruitment in Daegu but also for local public enterprises. The residency requirement, which had been implemented as a matter of routine, was a system that fundamentally blocked the inflow of outstanding talent from across the country to Daegu, so it is only right to abolish it now. From now on, everyone will have an equal opportunity to work in Daegu."


Along with the fundamental abolition of the residency requirement for public enterprise recruitment, the city also plans to implement preferential policies for local job seekers, such as allocating 30% of recruitment quotas at public institutions to local talent.
