The Supreme Court has decided to exempt registration fees incurred during leasehold registration orders and auction procedures for housing victims of jeonse fraud until the end of 2026.
On the 23rd, the Supreme Court held a meeting of justices and announced the approval of the amendment to the "Regulations on Fees for Registration Certificates, etc." reflecting this content. The amended regulations will take effect immediately upon promulgation.
Currently, a fee of 3,000 KRW must be paid to register a leasehold right following the execution of a real estate leasehold registration order, and a fee of 15,000 KRW is required for ownership transfer registration. According to the amended regulations, for tenants recognized as victims of jeonse fraud, all fees will be waived for registrations related to provisional seizure decisions and auction commencement decisions, ownership transfer registrations based on acquisition through assignment or auction procedures, and leasehold registration orders executed following leasehold registration orders.
A Supreme Court official stated, "Following the so-called ‘Villa King’ case, we improved the leasehold registration order procedure early last year to ensure swift protection of the rights of jeonse fraud victims. To reduce the burden on these victims, we have exempted registration fees since June this year, and we will continue to make ongoing efforts to protect the rights of socially vulnerable groups."
