The Hamyang County Happy Guardians is a voluntary and honorary human safety net composed of residents who identify and support households in welfare crisis. A total of 762 people are currently active, including honorary social welfare officials, members of the Community Social Security Council, Hamyang branch of the National Health Insurance Service, Hamyang County Certified Realtors Association, and the Korean Red Cross Hamyang District Council.

They plan to engage in various activities to resolve neighbors' difficulties and strengthen the welfare safety net, such as identifying and supporting those in welfare blind spots and crisis households.

The launch ceremony was attended by about 200 people, including the Community Social Security Council, honorary social welfare officials, and organizations closely connected to daily life. The event proceeded with the reading of the pledge, announcement of the Happy Guardians operation plan, and capacity building training.

In particular, the capacity building training under the theme 'Knowledge is Power for Hamyang County Happy Guardians!' was organized to help residents understand the role of the welfare safety net and human networks, and to motivate them for active participation.

County Governor Jin Byoungyoung said, "I deeply thank all the Happy Guardians who are working hard to eliminate welfare blind spots despite your busy schedules," and added, "I ask you to serve as vigilant guardians who carefully protect the safety of our neighbors' lives."
