Choo Kyung-ho, floor leader of the People Power Party, on the 21st stated that the right to request reconsideration is a minimum defense right when legislative authority is abused to infringe on executive power, and he began cracking down on dissenting votes within the party. It is known that Floor Leader Choo has been persuading party members in meetings.


At the floor strategy meeting held at the National Assembly that day, Floor Leader Choo said, "The opposition is pressuring to accept the special prosecutor law for Cha Sang-byeong, which was unilaterally pushed forward without bipartisan agreement," adding, "Special prosecutor laws without bipartisan agreement have been rejected by every government in history."

With President Yoon Suk-yeol expected to exercise the right to request reconsideration on the Cha Sang-byeong special prosecutor law that day, Floor Leader Choo emphasized the justification for exercising this right. He said, "In a situation where the ruling party is in the minority and the opposition is running unilaterally, if the opposition abuses legislative power and infringes on executive power, the minimum constitutionally guaranteed right is the veto," adding, "It is a means of checks and balances based on the presidential system."


Floor Leader Choo cited the United States, which is based on a presidential system, saying, "President Biden of the United States has exercised the veto 11 times," and "In the history of the U.S. presidential system, 2,595 vetoes have been issued." He also pointed out, "The president's constitutional defense right must be exercised and respected in bills without bipartisan agreement," and "If the legislative authority entrusted by the people is not misused, there would be no need to exercise the veto."


Floor Leader Choo reiterated his position that investigations related to Cha Sang-byeong should be conducted first before implementing the special prosecutor law. He said, "I do not understand why the opposition is engrossed in political strife over an ongoing investigation," and "I hope the National Assembly becomes one where the president does not have to exercise the veto through dialogue and compromise."
