Suwon Mayor Lee Jae-jun Patrols Residence of Serial Rapist Park Byung-hwa on the 20th Lee Jae-jun, Mayor of Suwon (second from the right), is patrolling the residential area of serial rapist Park Byung-hwa on the evening of the 20th, along with police officials and members of the National Assembly.

On the 20th, Lee Jae-jun, mayor of Suwon City, patrolled the area around the residence of serial rapist Park Byung-hwa together with the police, autonomous crime prevention squads, and local community groups.


Mayor Lee said, "We have completed short-term measures such as improving the performance of nearby CCTVs and installing additional CCTVs and emergency bells, but citizens' anxiety has not yet been alleviated," adding, "We will continue to strengthen public safety in cooperation with related agencies so that citizens do not feel uneasy."


He continued, "In the long term, we will actively push for institutional improvements such as the enactment of the 'Korean-style Jessica Act' and the 'Protective Custody Act'."


Serial rapist Park Byung-hwa moved to Suwon City on the 14th.


Accordingly, Suwon City immediately began preparing countermeasures in consultation with related agencies such as the police. On the 16th, Suwon Southern Police Station, Suwon Probation Office of the Ministry of Justice, local crime prevention mobile patrol squads, and other related agencies held a 'Countermeasure Meeting on the Move-in of Serial Rapist Park Byung-hwa to Suwon City' to discuss response plans.


On the 17th, a crime prevention post called the 'Suwon Special City Citizen Safety Center' was installed in front of Park Byung-hwa’s residence. Two security guards and two police officers from Suwon Southern Police Station are on duty there 24 hours a day.


The four CCTVs installed around the residence were upgraded, and seven additional CCTVs were installed at three nearby locations. Dedicated monitoring personnel have been assigned to share real-time footage with the police and manage the system. Emergency bells were also installed at the three locations where additional CCTVs were set up.


Additionally, through the CEPTED (Crime Prevention Through Environmental Design) project, crime prevention facilities such as logoprojectors, solar-powered information boards, and solo road markers were installed throughout the residential area.


Suwon Southern Police Station designated the residential area as a 'Public Safety Reinforcement Zone' immediately after Park Byung-hwa’s move-in and strengthened security. A dedicated investigation response team is operating, and a patrol car is permanently stationed near the residence. Mobile patrol personnel have also been deployed, and patrols have been significantly increased.


Jo Byung-no, chief of Suwon Southern Police Station, stated, "We will continue to make efforts so that residents can live peacefully without anxiety."


The Suwon Probation Office of the Ministry of Justice is closely managing Park Byung-hwa on a one-on-one basis, conducting 24-hour continuous tracking and inspections. Members of the autonomous crime prevention squad in the area where Park resides patrol every corner of the neighborhood every night.
