Gwanak-gu (District Mayor Park Jun-hee) is introducing a new 'Child Disappearance Prevention Infrastructure' to establish a faster response system in case of missing children.


Since 2021, the district has been operating the nation's first beacon-based child departure alert service called 'Daycare Center Smart Guardian.' The 'Daycare Center Smart Guardian' is a missing child tracking and monitoring service where daycare teachers report missing children via a mobile app, and the control center checks nearby closed-circuit televisions (CCTV) to locate the child based on their departure location.


Going further, the district has linked the existing 'Daycare Center Smart Guardian' with a beacon detection system to find missing children more quickly, and has been operating this system in earnest since this year.


The beacon detection system installs beacon scanner devices on CCTV poles within the district, serving as a disappearance prevention infrastructure that quickly locates children who have wandered off from teachers during outdoor activities. The district has completed installation of beacon scanners at 120 locations near major outdoor activity sites of daycare centers.


While the existing 'Daycare Center Smart Guardian' required checking CCTV based on the child's departure location to find missing children, the beacon detection system supplements this by transmitting real-time location information to the control center when a missing child carrying a beacon approaches a beacon scanner device installed on a CCTV pole. This enhances the efficiency and speed of tracking missing children.


Currently, the Smart Guardian service linked with the beacon detection system is provided to 58 daycare centers and approximately 2,700 children. The district plans to expand the service to 10 additional daycare centers within this year.


The district conducts monthly simulation drills with control center staff to prepare for actual child disappearance situations, striving to secure the golden time and quickly find missing children.


Additionally, the district has established a service linking GPS wandering detectors for dementia patients with the control center, allowing verification of wandering status and support requests to the police in case of emergency calls.


District Mayor Park Jun-hee stated, "We will do our best to realize a 'smart and safe city Gwanak' where all residents, including children and the elderly, can engage in activities with peace of mind through advanced disappearance prevention infrastructure."
