Expression of Opinion on Measures by the Anti-Corruption and Civil Rights Commission
Repeated delays in accessing the national technical qualification exam application service have led to a decision that the online application process needs improvement.

On the 16th, the Anti-Corruption and Civil Rights Commission announced that it expressed its opinion to the Human Resources Development Service of Korea to prepare preventive measures such as dispersing application times by test category to prevent inconvenience to examinees.
Earlier, during the application period for the first regular written and practical exams of the 2024 technical engineer qualification, Q-Net experienced access delays causing wait times of over two hours, and errors such as arbitrary logouts during the application process continued to occur. As a result, many examinees filed complaints requesting fundamental measures, stating that these issues have been recurring every time.
The Commission recommended that the Human Resources Development Service of Korea predict application demand and take measures such as dispersing application times by test category and securing additional test locations. Kim Tae-gyu, Vice Chairman of the Commission, said, “Delays in application processes can cause tremendous stress to examinees preparing for exams,” adding, “We hope thorough responses will be made to prevent even minor inconveniences.”
In this regard, the Human Resources Development Service of Korea explained, “Since last year, we have been promoting a next-generation system construction project to resolve Q-Net access delays and innovate national qualification services,” and “Last month, we reduced the application steps from seven to three, implemented a payment waiting time when selecting locations, and are reinforcing servers through cloud system construction.”
They added, “We will continue to enhance customer service convenience through securing additional test sites, dispersing application times by qualification exam grade, and actively promoting system improvements.”
