Establishment of Dedicated Organization for School Digital Infrastructure Support
The Ministry of Education will invest a total of 96.3 billion KRW from this year until 2026 to improve digital class infrastructure.
On the 14th, the Ministry announced this plan through the "Elementary and Secondary Digital Infrastructure Improvement Plan."
This plan is the first comprehensive improvement plan established at the central government level that integrates both physical and human aspects of school digital infrastructure. Beyond the quantitative expansion of infrastructure such as the distribution of digital devices, it aims to promote qualitative improvements tailored to the newly introduced artificial intelligence (AI) digital textbook operating environment and to resolve difficulties faced in the field.

This year, the Ministry of Education will support a total of 60 billion KRW for 6,000 elementary, middle, and high schools nationwide to inspect and improve network speed and connection failures.
The functions of the integrated wired and wireless school network control system will be expanded, and a new "AI Digital Textbook Learning Data Hub Integrated Control System" (tentative name) will be established to manage AI learning data security in real time.
To reduce the burden of managing digital infrastructure at schools, dedicated personnel will also be supported. The Ministry plans to train and deploy 1,200 digital tutors who will directly assist teachers with AI digital textbook classes and be responsible for managing digital devices.
A "technical support institution," functioning as a unified integrated support center that pre-inspects digital devices and network quality in schools within the jurisdiction and takes action when failures occur, will be pilot-operated at a total of 170 metropolitan and provincial offices of education nationwide.
Metropolitan and provincial offices of education will operate dedicated support organizations for school digital infrastructure by integrating infrastructure policy planning, digital device, and network management. The Ministry of Education will operate an "Elementary and Secondary Digital Infrastructure Expert Committee" (tentative name) involving school members and private experts to ensure that field opinions are reflected in policies through organic cooperation among related organizations.
Additionally, a "digital device laboratory" simulating actual class environments will be established so that AI digital textbooks can operate on digital devices currently used in schools.
Furthermore, inspection support teams will be formed for each of the 17 metropolitan and provincial offices of education to conduct a full survey on the management and utilization status of digital devices distributed to elementary, middle, and high schools nationwide.
