Institutional Foundation Established for Promoting 'Youth-Friendly Cities' Designated by the Office for Government Policy Coordination
During the 388th extraordinary session of the Mokpo City Council, Councilor Yoo Chang-hoon (representing Mokwon, Dongmyeong, Manho, and Yudal-dong) drew attention as the representative proposer of the “Ordinance on the Creation of a Youth-Friendly City in Mokpo,” which passed the standing committee review by the Planning and Welfare Committee.
According to the City Council on the 13th, this ordinance was proactively established as an institutional basis for Mokpo City Council to be selected as the first youth-friendly city in Jeollanam-do, following the government’s announcement of the “Youth-Friendly City Promotion Plan” at the end of last year.
Councilor Yoo Chang-hoon has carefully prepared the ordinance since early this year by comprehensively reviewing related systems and ordinances from other local governments and consulting with relevant departments.
The main contents include △ principles for creating a youth-friendly city △ establishment of basic and annual implementation plans △ conducting baseline surveys and policy research △ installation of deliberation and advisory bodies △ financial support for project implementing organizations (groups) △ and conducting public awareness and education for citizens.
The Office for Government Policy Coordination plans to designate 3 to 5 local governments as youth-friendly cities annually starting this year. If selected as a youth-friendly city, the city can receive various administrative and financial supports for up to five years.
Councilor Yoo Chang-hoon stated, “Due to the accelerated outflow of the youth population, the number of young people in Mokpo is decreasing. To enable young people to freely demonstrate their capabilities and pursue projects related to desired jobs, education, and housing, it is necessary to create a youth-friendly environment.”
He also said, “Youth are the most important agents driving regional change. I will continue to focus on the rights and policies of youth in my legislative activities to realize ‘a greater Mokpo that youth seek’ and contribute to the development of Mokpo City.”
The ordinance is scheduled to be finally approved at the 2nd plenary session of the 388th extraordinary session on the 13th.
Meanwhile, Councilor Yoo Chang-hoon is currently serving as a member of the 12th Mokpo City Council’s Planning and Welfare Committee. As a representative of youth, he is leading efforts to propose a century-long plan for Mokpo where youth return by providing fair opportunities through active legislative activities, bringing fresh winds and changes.
