Seongbuk-gu, Seoul (Mayor Lee Seung-ro) announced on the 10th that it achieved the highest grade, Excellent (SA), in the ‘2024 Evaluation of Pledge Implementation and Information Disclosure for the 2nd Year of the 8th Local Government Heads Election’ conducted by the Korea Manifesto Practice Headquarters.


This evaluation was based on the pledge implementation plans published on the websites of 226 local governments nationwide from December last year to March this year. It underwent an objective and fair process reflecting monitoring and analysis by a manifesto evaluation team composed of experts.


The evaluation criteria consist of five major categories: ▲ Completion of pledge implementation (100 points) ▲ Achievement of 2023 goals (100 points) ▲ Resident communication (100 points) ▲ Web communication (Pass/Fail) ▲ Consistency (Pass/Fail). The evaluation is conducted through detailed indicators for each category, and the overall evaluation results are classified into six grades: SA, A, B, C, D, and F.


The district scored highly across all five evaluation categories and received the Excellent (SA) grade again this year following last year, achieving good results in pledge-related evaluations for two consecutive years since the launch of the 8th local government term.


To finalize the pledge implementation plan, the district has focused not only on the smooth execution of projects but also on communication with residents by holding the 8th local government pledge implementation report meeting last year, operating the pledge implementation evaluation group (resident jury), and disclosing the pledge progress status through the district website.


In particular, the district completely revamped the pledge website to allow residents to more easily and accurately check the progress of each pledge from their perspective by producing an easy-to-understand pledge map along with the district’s vision, philosophy, and overall pledge status. This was evaluated as enhancing transparency at each stage of pledge implementation and making it more accessible from the residents’ viewpoint.


Meanwhile, the district received the highest SA grade for two consecutive years in the pledge implementation information disclosure evaluation, following awards at the Manifesto Best Practice Competition: Grand Prize in 2019 and 2020, and Excellence Award in 2023.


Mayor Lee Seung-ro’s major pledges for the 8th local government term include 79 projects across six areas: 13 for a sharing welfare city, 23 for a balanced development smart city, 6 for a people-centered eco-friendly city, 14 for a livelihood economy city, 18 for a cultural city of everyday leisure, and 5 for an autonomous city of Seongbuk pride. Currently, the pledge implementation rate stands at 74% based on the manifesto evaluation criteria.


Mayor Lee said, “Keeping promises to residents is the most important principle and value of district administration,” and added, “During the remaining period, we will actively communicate with residents to successfully complete the 8th local government pledge projects and create a happier Seongbuk together.”
