Haenam-gun, the Only Region in Jeonnam to Receive 'Best' Manifesto Evaluation for 6 Consecutive Years

Nationwide Top Trusted Administration, Exemplary Pledge Fulfillment Status of Local Governments Confirmed

Haenam-gun Pledge Implementation Rate 70.1% "Promise to Residents, Will Definitely Keep in the 8th Elected Term"

Haenam-gun, Jeollanam-do, has achieved the highest grade (SA) in the 2024 nationwide evaluation of local government heads' pledge fulfillment and information disclosure conducted by the Korea Manifesto Practice Headquarters.

This marks the sixth consecutive year that Haenam-gun has received the highest (SA) rating in the manifesto pledge evaluation, making it the only local government in Jeollanam-do to do so.

According to the county on the 10th, under the administrative policy of "Fairness, Justice, and Transparency," Haenam-gun earned the highest (SA) grade throughout the four years of the 7th local government term and continues to maintain top performance into the second year of the 8th term, setting a new record for trusted administration.

County Governor Myeong Hyeon-gwan stated, “Since the 7th term, I have promised to create an administration trusted by the residents by faithfully keeping our promises to them. Achieving the highest grade for six consecutive years signifies that all areas of county administration are being carried out without setbacks. We will continue to strive diligently to keep all promises to our residents during the 8th term as well.”

The manifesto evaluation comprehensively assesses pledge implementation across 226 local governments nationwide based on five criteria: pledge completion (100 points), goal achievement (100 points), resident communication (100 points), web communication (Pass/Fail), and pledge consistency (Pass/Fail). Through verification, local governments are classified into five grades (SA, A, B, C, D), with a total score of 83 points or higher designated as SA grade.

Under the 8th term’s administrative goal of “Vigorous Leap, Livable and Leading Haenam,” the county has established and is implementing five major policies, 15 strategies, and 114 action tasks: △ Communication and Empathy with Ethical Management △ Sustainable Future Agriculture △ Southwest Coast Tourism Hub △ Balanced Development with Vitality △ People-Centered Sharing Welfare. The county shows a 70.1% implementation rate through faithful execution and systematic management of pledges.

In particular, the operation of a resident evaluation group composed of various community members has been highly recognized for strengthening communication with residents by actively involving them in the evaluation and inspection of major pledge implementations, thereby realizing participatory local governance.

Key pledge projects of Haenam-gun’s 8th term include the expansion of Haenam-type ESG ethical management and the creation of a smart green city, the promotion of a neighborhood welfare mobile unit to resolve daily inconveniences, the establishment of a smart museum at the Gosan Relics Exhibition Hall, the establishment and operation of the Haenam Education Foundation, and the construction of the Haenam local food certification system, with 59 projects successfully implemented.

Additionally, remarkable achievements are being made in discovering and promoting Haenam’s future new growth industries, including △ the establishment of a foundation for Solarsido activation △ the creation of a carbon-neutral cluster △ the establishment of a fisheries aquaculture equipment cluster △ the construction of road SOC infrastructure △ and the development of the nation’s largest Hwawon industrial complex offshore wind power hinterland, attracting significant attention.

Governor Myeong Hyeon-gwan emphasized, “This sixth consecutive highest grade in the manifesto evaluation is the fruit of a communication administration that listens to the voices of residents. We will continue to do our utmost to fulfill our pledges to residents and maintain our status as a model local government with the highest level of pledge implementation nationwide.”
