"Should We Call Dr. Oh Eun-young?"... How to Handle 'Juchageumjjoki' Taking Up Two Parking Spaces Every Time

Despite multiple warnings from the management office, the issue persists
Underground parking lot is not considered a road under traffic law, making punishment difficult

A vehicle habitually occupying two parking spaces and obstructing other cars in an apartment parking lot in Daegu has been captured on camera, sparking outrage among netizens. On the 8th, an online community, Bobae Dream, posted a message titled "There is a Parking Villain Geumjjok-i" along with photos. The revealed photos show a large BMW sedan parked diagonally, taking up two parking spaces. The photos, presumed to be taken on different dates, show the same vehicle repeatedly engaging in inconsiderate parking.

A, the author who claims to be a resident of the apartment in Daegu, lamented, "I don't know if they want attention or if something is wrong, but even after telling the management office several times, they just sighed and didn't listen." He added with a bitter smile, "I wonder if we need to call Dr. Eun-young Oh. Today, too, they parked in two spaces as usual." Netizens who read the story expressed anger, saying, "If they just looked around once after parking, they wouldn't behave like that," "We need laws to punish malicious parking villains," "The license plate of such cars should be made public," and "They parked like that because they were afraid of door dings since it's an expensive car."

Recently, incidents and accidents related to parking issues have been continuously occurring. Since underground parking lots are not considered roads under the Road Traffic Act, such parking does not fall under illegal parking regulations. However, if a vehicle occupies multiple parking spaces, it can be punished under criminal law for obstructing the duties of parking management companies, with penalties including imprisonment of up to five years or a fine of up to 15 million KRW.

Earlier, on the 2nd, the Democratic Party held a meeting of the election headquarters leadership at their Yeouido headquarters in Seoul and announced pledges proposed mainly through online communities. Among them was a law to punish 'parking villains,' discussed in car communities including Bobae Dream. Representative Heo Young of the Democratic Party plans to propose a strong punishment bill for parking villains based on amendments to the 'Parking Lot Act' that establish grounds for cracking down on illegal parking. At the time, Kim Min-seok, the general election situation room chief, explained, "The targeted pledges were compiled by party members from public opinion debated and proposed in various domestic communities and underwent review at the policy committee stage before the announcement," adding, "We have started preparations to legislate them concretely."
