On the 7th, a YouTube channel named 'Financial Treatment Committee Public Interest Report' uploaded a video titled 'Financial Treatment Corrective Education Video on Constant Speed Driving in the First Lane Causing Highway Congestion' on the 25th of last month. The channel introduces itself as "Established to promote safe roads where everyone keeps promises and to establish traffic order." It has previously posted content cracking down on vehicles for issues such as 'failure to use turn signals' and 'traffic signal violations.'


In this video, the YouTuber opens by saying, "You must have been very stressed by cars driving at a constant speed in the first lane on the highway," and shows footage of driving directly on highways in the Busan and Ulsan areas while reporting constant speed driving vehicles in the first lane through the Safe Report system. The video reports a total of eight cases under the charge of 'violation of designated lane use on the highway.' Among these, six vehicles were fined 50,000 KRW each, and the others were registered as 'vehicles subject to illegal vehicle management.'


The YouTuber emphasized, "The first lane is a restroom," adding, "Once you're done using it, you must move over." They continued, "On regular roads, cars that don't use their turn signals are 'extremely annoying,' and on highways, constant speed drivers in the first lane ('Jeongsokchung,' a derogatory term for constant speed driving vehicles) are absolutely the worst," explaining, "They think they are not causing any harm. But constant speed driving causes a large chain reaction later. Cars get stuck behind, accidents can happen during lane changes. The passing lane wasn't made for nothing," they stressed. Netizens who watched the video responded with comments like "That feels refreshing," "The constant speed hunter has appeared," "I hope they keep catching constant speed drivers," and "I will join in reporting from now on."


On highways, designated lanes must be used... The first lane is specified for 'passing'

Meanwhile, last year, the police announced they would intensively crack down on constant speed driving in the first lane, stating it disrupts traffic flow and induces reckless overtaking, increasing the risk of accidents.


Article 60 of the Road Traffic Act states, "Drivers of motor vehicles must travel in the lanes prescribed by the Ministry of the Interior and Safety on highways, except in unavoidable circumstances such as vehicle breakdowns." According to related ordinances, the first lane on highways is designated for ▲ all vehicles intending to overtake (on two-lane one-way roads) ▲ passenger cars and light, small, and medium-sized vans intending to overtake (on three or more lane one-way roads), except when unable to maintain speed due to road conditions. Drivers caught violating this rule face fines of 50,000 KRW for vans and 60,000 KRW for passenger cars, along with 10 penalty points.
