Establishment of '2024 Mapo-gu Local Subsidy Management Plan' for Transparent Management

Mapo-gu (Mayor Park Gang-su) does not allow even a single won of local subsidies to be wasted.
In February, Mapo-gu established the first-ever "Subsidy Management Team" among Seoul's autonomous districts through an organizational restructuring, dedicating full efforts to the transparent operation of local subsidies.
Local subsidies are funds provided by local governments according to laws or ordinances to corporations, organizations, or individuals to create or support tasks or projects they perform. Thorough management is essential to prevent indiscriminate use.
Accordingly, Mapo-gu separated the "local subsidy" tasks, which were previously under the budget team, into a dedicated team-level operation, and established the "2024 Mapo-gu Local Subsidy Management Plan" to systematically manage all stages including budgeting, execution, and settlement of local subsidy budgets.
The "2024 Mapo-gu Local Subsidy Management Plan" includes ▲mandatory use of the Local Subsidy Management System (Botaem-e) ▲systematization of local subsidy execution management and strengthening of accountability ▲improvements in the evaluation methods for local subsidy projects.
Along with this, Mapo-gu plans to break away from the repetitive budget formulation practices and conduct a comprehensive review of the validity and effectiveness of subsidy projects, including the consolidation of similar and overlapping projects.
In addition, in February, user training for the local subsidy management system "Botaem-e" was conducted, and on April 3, the "2024 1st Mapo-gu Local Subsidy Management Committee" was held to review the eligibility and validity of 12 public contest projects.
Furthermore, to prevent fraudulent receipt or misuse of subsidies through false or improper methods, Mapo-gu opened a "Local Subsidy Fraud Reporting Center" on the Mapo-gu Office website. If a report is confirmed as fraud, the decision to grant the local subsidy for the project is canceled, and a reward is paid to the reporter within the budget limits.
Park Gang-su, Mayor of Mapo-gu, stated, "Local subsidies in Mapo-gu are precious resources that must be used for the welfare, safety, and health of residents, so they must be managed thoroughly down to the last won," and added, "Mapo-gu will continue education and inspections to ensure transparent operation of local subsidies and secure financial efficiency and soundness."
