CBAM is a system that mandates the purchase of certificates corresponding to the amount of carbon emitted during the production process when exporting carbon-intensive products such as steel, aluminum, fertilizer, hydrogen, cement, and electricity to the European Union (EU). It has been piloted since October last year. After a two-year transition period this year and next, it will be fully implemented starting in 2026.

This project supports small and medium enterprises that directly or indirectly export six CBAM-targeted items to the EU. It assists with consulting on carbon emission calculation and reduction per product, as well as issuing verification reports from EU-recognized institutions.

Companies can receive customized on-site consulting from experts, including production process analysis, process segmentation for product-specific emission calculation, setting emission calculation boundaries, and reporting emissions to EU importers. Institutions recognized by the EU will participate as verification bodies in this project to transfer local expertise.

Kim Woo-soon, Director of Technology Innovation Policy at the Ministry of SMEs and Startups, said, “Our SMEs need to prepare now in anticipation of the full implementation of the EU CBAM in 2026,” adding, “Through this project, we will alleviate the CBAM response burden for SMEs exporting to the EU.”
