Jeonse Fraud and Empty Jeonse Victims "21st National Assembly Must Amend Jeonse Fraud Special Act"

Victims of Jeonse fraud and empty Jeonse scams held a press conference in front of the National Assembly in Yeouido, Seoul, on the morning of the 30th, urging the revision of the Special Act on Jeonse Fraud within the term of the 21st National Assembly.

Ahn Sang-mi, co-chairperson of the National Countermeasures Committee for Victims of Jeonse Fraud and Empty Jeonse, stated, “No one can deny the fact that large-scale damage occurred due to institutional defects of the government,” adding, “The amendment bill must be passed swiftly, and discussions should continue for victims in blind spots such as subordinate claims, multi-family houses, and trusts who still remain due to minimal support.”


Ahn also argued, “The current amendment’s ‘priority compensation and subsequent recovery’ involves purchasing tenants’ deposit claims based on their appraised value and then recovering them through auctions and public sales, so it neither compensates the full deposit amount nor leaves a possibility of receiving nothing at all.”


Lee Cheol-min, co-chairperson of the National Countermeasures Committee for Victims of Jeonse Fraud and Empty Jeonse, said, “It is difficult even to be recognized as a victim, and even if recognized, there are stringent requirements for each countermeasure, making it impossible to utilize them,” and proposed, “Let us not antagonize the victims but talk and solve the problems together.”


He also demanded the government, “Stop groundless distortions regarding the priority compensation and subsequent recovery measures in the special law amendment, and establish countermeasures based on accurate information through a national-level damage survey.”
