Ulsan City Focuses on Public Participation Budget Proposal Projects Recruitment

Direct Resident Participation in the Budget Process Until May

Ulsan City is launching a call for 'Resident Proposal Projects' to prepare the participatory budget for next year.

Ulsan City announced on the 28th that it will intensively solicit proposals for next year's projects until May.

The participatory budgeting system allows residents to directly participate in the budgeting process to enhance transparency in local financial management and realize fiscal democracy.

Eligible applications are projects closely related to residents' lives and with high resident benefits. However, projects with strong resident opposition, those requiring prior procedures, projects supporting specific individuals or organizations, and event-type projects are excluded from application.

Ulsan citizens can participate and apply online through the Ulsan City Participatory Budget website and the Resident e-Participation website. Applications can also be submitted by mail or by visiting the city’s Budget Officer or Administrative Welfare Centers.

Submitted proposals will undergo suitability review by the responsible department, followed by deliberation by the Participatory Budget Committee and the City Council, and will be reflected in the 2025 main budget. The progress of proposals can be checked on the Ulsan City Participatory Budget website.

Applications are still accepted after the intensive solicitation period, but submissions after June will be carried over to next year and reviewed as 2026 resident proposal projects. Last year, Ulsan City received a total of 487 resident proposal projects, reviewed 137 projects under city jurisdiction, selected 32, and allocated about 11.5 billion KRW in the main budget.
