The Planning and Administration Committee of the Jeonnam Provincial Council pointed out several issues that arose during the appointment process of the Jeonnam Research Institute director on the 23rd and urged improvements.
Until now, the Planning and Administration Committee has consistently requested the submission of related materials, such as the minutes of the recommendation committee meetings, to clarify various suspicions raised regarding the appointment of the Jeonnam Research Institute director, aiming to secure transparency in the director appointment process and enhance administrative reliability.
Accordingly, at the first Planning and Administration Committee meeting of the 379th extraordinary session held on the 16th, a firm commitment was received from the acting director of the Jeonnam Research Institute to submit materials such as the minutes related to the director appointment. On the same afternoon, the requested materials, including the recommendation committee minutes and the board of directors meeting minutes, were received from the Jeonnam Research Institute.
Chairman Shin Min-ho stated, “Upon reviewing the submitted materials, it was revealed that the recommendation committee and the board of directors proceeded with the administrative procedures inadequately without properly recognizing even the existing regulations,” and pointed out, “It was confirmed that the director appointment process was arbitrarily interpreted and operated by the recommendation committee members and the Jeonnam Research Institute staff.”
He continued, “To improve the issues, the director candidate recommendation committee should establish disqualification criteria on the day of the evaluation,” and urged, “The evaluation method-related recommendation criteria should be decided, and since the appointment was rejected by the board due to violations of the director appointment regulations caused by arbitrary interpretations disregarding internal research institute regulations, the director appointment regulations related to appointment criteria and procedures should be supplemented in detail.”
Furthermore, he stated, “Concerns about the fairness of the recommendation committee members’ evaluations should be addressed by separating the document screening, where quantitative evaluation is a key factor, and the interview screening, where qualitative evaluation is important, conducting them twice,” and added, “To enable objective evaluation, the director appointment regulations should be comprehensively revised, and the qualifications of recommendation committee members should be explicitly stipulated in the director appointment regulations by applying the Enforcement Decree of the Local Public Enterprises Act.”
He also urged, “The Jeonnam Research Institute should thoroughly analyze and improve the issues that emerged during this director recruitment process and establish itself as a comprehensive research institution leading regional development with independence and autonomy.”
