Songpa-gu, Seoul (Mayor Seo Gang-seok) announced on the 22nd that it will provide administrative consulting on overall operations for 30 social welfare facilities in the district over two months starting this month to enhance transparency and social responsibility in facility management.


'Administrative consulting' is a project where professionals with expertise and diverse experience evaluate the overall operations of facilities, including finance and labor, and suggest improvement directions. It was planned with the purpose of discovering and resolving unreasonable systems or difficulties in facilities to enhance administrative capabilities and the level of welfare services.


A district official explained, "The strength lies in the fact that it is a 'consultation' format aimed at problem improvement and recurrence prevention, rather than detection and punishment based on administrative disadvantages," adding, "It can induce voluntary participation of social welfare facilities and improve the efficiency and transparency of local subsidy usage."


From June to August last year, the district conducted the first consulting targeting district-run welfare facilities. Professional consultants discovered a total of 329 improvement recommendations on-site, provided immediate consultation and advice, and 87% of participating facilities responded that they were satisfied with the consulting.


Encouraged by this response, this year the scope has been expanded to include not only district-run but also private facilities and local subsidy project performing organizations receiving subsidies from local governments, conducting administrative consulting at a total of 30 locations.


Professional consultants will be dispatched to facilities such as welfare facilities for the disabled and child welfare facilities to thoroughly inspect the site and documents, judge appropriateness, and suggest improvement plans. However, serious violations related to subsidy management and facility operation will be strictly dealt with, including recovery measures, and if there are requests for system improvements or suggestions by listening to voices from the field, they will be delivered to the relevant departments and actively reflected in district administration.


Mayor Seo Gang-seok said, "I hope this consulting will mark a new turning point for social welfare facilities in the district to be operated more transparently and fairly," and added, "We will spare no administrative support so that residents can enjoy professional and high-quality welfare services."
