Gangnam-gu (District Mayor Jo Seong-myeong) will conduct education on preventing conflicts caused by noise between floors in apartment complexes on the 23rd from 2 to 6 p.m. at the Daechi 2 Cultural Center Auditorium.


Apartment complexes with more than 500 households are required to form a Noise Between Floors Management Committee composed of the building manager, representatives of each building, election committee members, and residents.


As remote work has increased recently and conflicts caused by noise between floors have emerged as a serious social issue, the role of the committee has become even more important. In September last year, the district enacted the Gangnam-gu Apartment Complex Noise Between Floors Prevention Ordinance and prepared the first special lecture to enhance the committee’s expertise as part of its own policy projects. About 200 people who pre-registered from 293 apartment complexes in the area will attend.


The education will be divided into two sessions: 70 minutes of conflict prevention education regarding noise between floors and 70 minutes of case studies on apartment complex management. The lecture will be given by Cha Sang-gon, author of the "Noise Between Floors Prevention Culture Project" and head of the Housing Culture Improvement Research Institute. Mr. Cha is the first domestic expert on resolving conflicts caused by noise between floors, frequently sought by the media when the issue arises. In the special lecture, he plans to share various cases and know-how on prevention methods, conflict management, and resolution. Following this, Kim Seong-hwan from the Korea Housing Managers Association will introduce common conflicts occurring in apartment complexes beyond noise issues and provide solutions.


Jo Seong-myeong, Mayor of Gangnam-gu, stated, “Most of the older apartments in Gangnam-gu face difficulties in reinforcing noise performance, so we are actively supporting the revitalization of committees in each complex to prevent noise damage.” He added, “We will support the committees to operate effectively to smoothly resolve conflicts among neighbors and foster a residential community culture based on mutual consideration.”
