Including 30% Low- to Mid-Rise Buildings Under 20 Floors

Listening to Residents' Opinions and Finalizing Detailed Plans in July

On the 18th, Daegu City announced the ‘Master Plan for Integrated Redevelopment of Large-scale Aged Residential Areas,’ which concretizes the spatial innovation for large-scale aged residential areas, a campaign pledge of the 8th term mayor for Daegu’s rise.


This is a Daegu-style future-oriented residential area development plan for Daegu’s future prosperity and citizens’ happiness.


The large-scale aged residential areas include four locations: Beomeo (2.0㎢), Suseong (2.9㎢), Daemyeong (2.2㎢), and Sangyeok (0.32㎢).

The integrated redevelopment master plan is a blueprint to transform large-scale aged residential areas with excellent location conditions and potential into future spaces symbolizing Daegu’s next 50 years.


It is a large-scale block unit, private sector-led development method designed to resolve issues such as landscape disharmony with surrounding areas, view and sunlight rights problems that arise from the existing small-scale spot development method, and to induce development suited to local characteristics. It also provides a solution to chronic problems occurring in low-rise residential areas centered on detached houses that are over 50 years old, such as parking shortages, illegal dumping of garbage, and lack of convenience facilities, all at once.


The integrated redevelopment master plan is designed to develop in super blocks surrounded by roads at least 20 meters wide to prevent any leftover land from being excluded from development. It realizes the ‘Daegu-style 5-minute neighborhood,’ where all residents can easily access facilities necessary for daily life within a 5-minute walk and enjoy services, creating a future-oriented Daegu-style new residential model that fosters a sense of belonging and pride in their neighborhood.


The integrated redevelopment master plan focuses on ‘neighborhood unit development,’ ‘customized development for four districts,’ and ‘activation of private sector-led development.’


First, integrated redevelopment will be promoted through a standard model for neighborhood unit development and an expanded model combining several standard models.


The standard model is the minimum development unit of integrated redevelopment, consisting of a diverse residential area blending high-rise and mid-to-low-rise housing, neighborhood infrastructure with concentrated commercial and shared facilities, community streets to improve accessibility, and a 20-minute walking trail around the neighborhood. It is designed to induce the creation of a Daegu-style 5-minute neighborhood where any resident can conveniently enjoy daily life within a 5-minute walk.


The expanded model combines several standard models, arranging major shared infrastructure such as schools, parks, parking lots, medical facilities, and libraries at the district level for shared use. Walking trails and green spaces between standard models are connected as a pedestrian network to enhance residents’ convenience.


Second, customized development plans were prepared considering the characteristics and surrounding conditions of the four districts.


Considering the regional characteristics and location conditions of the four districts, the master plan was established to enhance regional identity and enable harmonious development by utilizing natural scenery and terrain elements for housing placement, inducing mixed-use functions to strengthen commercial and business functions in station areas, and promoting specialized development of local attractions such as Deulan-gil and cafe streets.


First, Beomeo District is planned as a ‘vibrant premium residential area’ by arranging housing types harmonizing with the terrain and creating a green corridor connecting Yashigol Park to Dongchon Amusement Park.

Suseong District is planned as a ‘complex residential area with added diversity,’ securing green corridors and view corridors connecting Sincheon to Suseong Amusement Park and Beomeo Park, and promoting development considering conditions of Deulan-gil and Dongdaegu-ro.


Daemyeong District is planned as a ‘future residential area with living landscape characteristics,’ preserving green and landscape axes leading to Apsan Mountain and maximizing the characteristics of Anjirang Gopchang Street and Apsan cafe street to ensure harmonious development with the surroundings.


Sangyeok District is planned as a ‘young and vibrant new Sangyeok,’ securing a view corridor connecting Sincheon to Yeonam Park to create a residential environment for future generations.


Third, to activate private sector-led development, measures were prepared to minimize regulations and maximize incentives.


The target sites for the integrated redevelopment master plan will have the standard model, consisting of high-rise and mid-to-low-rise housing, as the minimum development scale, aiming for an average floor area ratio of 220% and infrastructure rate of 20%.


If the private sector meets the planned elements such as community streets, neighborhood infrastructure, and 20-minute walking trails presented in the integrated redevelopment master plan, permission for floor area ratio bonuses will be granted, drastically minimizing the public facility burden obligations that the private sector had to bear due to floor area ratio bonuses.


Additionally, by introducing an average floor area ratio system, the plan induces the creation of diverse residential forms blending high-rise housing with more than 30% mid-to-low-rise housing, and various landscapes utilizing natural scenery and terrain elements, promoting district-specific specialized development. This enhances the plan’s effectiveness by allowing unused floor area ratios in low-rise areas to be used in high-rise areas, sharing development profits among regions while securing project feasibility.


Through this integrated redevelopment master plan, the city aims to transform large-scale aged residential areas into ‘familiar and convenient neighborhoods,’ ‘neighborhoods where anyone wants to continue living even as they age,’ and ultimately ‘neighborhoods that can be passed down to future generations.’ The city plans to finalize institutionalization, including revising related guidelines, after gathering citizens’ opinions to build consensus and enhance feasibility.


Mayor Hong Jun-pyo said, “The Daegu-style 5-minute neighborhood project is Daegu City’s spatial innovation project to create a pleasant future-type residential complex through the redevelopment of aged housing complexes,” and added, “It will serve as a model case for other regions as a solution for the redevelopment and development of large-scale aged detached housing areas.”


A Daegu city official stated, “We plan to develop four representative large-scale aged residential areas in Daegu. The apartments built here must have more than 30% mid-to-low-rise housing under 20 floors,” and added, “After hearing residents’ opinions on this master plan, we will proceed with detailed work such as guideline revisions after July.”
