Request for Cooperation Sent to Local Governments Nationwide... Reflected in July Regular Personnel Changes
Gyeryong City in Chungnam announced on the 17th that it will promote planned personnel exchanges targeting local government officials nationwide.
Planned personnel exchange refers to the designation of exchange positions in advance by local governments according to the Local Public Officials Act, and operates in the form of mutual dispatch or transfer-in and transfer-out.
Until now, the city has conducted planned personnel exchanges between Chungnam Province and basic local governments, but since last year, it has expanded to local governments nationwide. In particular, it plans to actively promote personnel exchanges with nearby metropolitan local governments such as Daejeon and Sejong.
The city sent official letters requesting cooperation for personnel exchanges to local governments nationwide and plans to reflect applications from interested local governments in the regular personnel appointments in July.
The eligible ranks for exchange are public officials from grade 5 to grade 7, with a principle of one-to-one exchange between ranks, and the exchange period is planned to be operated for at least two years. However, those involved in misconduct cases, recently returned from leave, or scheduled for retirement are excluded from the exchange.
To revitalize personnel exchanges, the city will provide incentives such as additional points in work performance evaluations and bonuses to exchange participants, reflect preferred positions upon return to Gyeryong City, give preferential selection for long-term training, and offer special promotions.
Additionally, if relocating residences, housing subsidies and exchange allowances will be supported according to relevant laws and regulations.
Mayor Lee Eung-woo said, “Following last year, we are promoting personnel exchanges to enhance mutual cooperation systems among local governments and provide opportunities for the development of public officials’ capabilities,” adding, “We will create a personnel exchange system that contributes to the city’s development by nurturing public officials with broad and diverse perspectives.”
