The Korea Coast Guard announced on the 17th that it will introduce the "Fast-Track Officer Candidate" system to allow young and talented employees to be promoted regardless of seniority.
This system selects employees from the Sergeant rank to undergo one year of training alongside officer candidates and then appoints them as Lieutenants. This year, five employees will be selected nationwide from the Sergeant rank, with plans to increase the number to 10 next year and up to 20 thereafter.
Selected employees will enhance their job competencies through training in leadership, command ability, and situational response alongside officer candidates, with the goal of nurturing them into outstanding talents in the mid to long term.
Unlike promotion based on performance evaluations or exams assessing individual knowledge, the Korea Coast Guard introduced this system to allow promotions based on work performance and capabilities. Previously, it took an average of 5 years and 8 months to be promoted from Sergeant to Lieutenant rank.
The Korea Coast Guard expects this system to serve as a stepping stone to senior positions for employees who were unable to demonstrate their capabilities due to seniority-based promotions and length of service, and to motivate highly capable employees to focus on their work.
Kim Jong-wook, Commissioner of the Korea Coast Guard, said, "We expect the Fast-Track Officer Candidate system to inject vitality and energy into the organization," adding, "We will continue to pursue fair, performance-centered personnel policies and policies that support and encourage young public officials."
Meanwhile, the Korea Coast Guard is actively implementing a personnel system focused on performance and achievements rather than seniority. Last year, it revised the minimum length of service, reducing the time required to advance from Police Officer to Senior Superintendent General from over 16 years to 11 years.
