Public Procurement Service Announces First Tender Notice for Public Housing Design Competition Transferred from LH

The Public Procurement Service (PPS) has announced a bid for the design service project of public housing supplied by LH. This is the first bid announcement since the public housing-related tasks were transferred from LH to PPS earlier this month.

On the 17th, PPS announced that it had issued a bid notice the previous day for the "Hanam Gyosan District S-4 Block Apartment Design Service." This project involves constructing an apartment complex with 1,034 units in the new town of Hanam Gyosan District. The project area is 41,153㎡, and the construction cost is 265.3 billion KRW. PPS plans to select the final successful bidder through a design competition evaluation in June.

Starting with the Hanam Gyosan District apartment design service, PPS plans to execute a total of about 200 contracts for construction, design, and CM services by the end of the year, including three construction projects, 13 design competitions, and one CM service this month, in line with LH’s project plans.

Previously, from the 1st of this month, PPS took over the public housing-related tasks that LH had been responsible for. This transfer of duties is part of the government’s “LH Innovation Plan” announced after last year’s public housing rebar omission accident, aiming to adjust LH’s excessive authority and completely block any possibility of vested interest involvement.

Along with the transfer of duties, PPS has significantly improved the existing bid evaluation criteria by identifying and revising standards that had relatively favored LH through expert committees, and by relaxing excessive standards that blocked new entrants.

PPS also established the “PPS Public Housing Contract Team” to ensure no disruption in the transfer process and completed preliminary preparations for public housing contract execution. Currently, PPS is collaborating in real-time with LH’s ordering department to promptly proceed with bid announcements as soon as LH contract requests are received.
