Incheon Gyulhyeon Urban Development Project Completed After 15 Years...Resident Property Rights Restrictions Lifted

The Incheon Gyulhyeon District Urban Development Project, which caused property rights damages to residents due to a delay in project completion for over 10 years even after apartment move-in, has been concluded. On the 16th, Incheon City announced that the Gyulhyeon District Urban Development Project in Gyulhyeon-dong, Gyeyang-gu, was completed about 15 years after the implementation plan was approved.


Gyulhyeon District received approval for the implementation plan in November 2008, began infrastructure construction in 2010, built apartments with a scale of 1,425 households, and completed move-in by June 2013.

However, due to the association's funding issues, the project stalled, and the completion was delayed for more than 10 years even after residents moved in. As a result, individual registration of land rights was not carried out, preventing residents from exercising their property rights and causing hardship. According to urban development project procedures, after the project is completed, a land readjustment process must be conducted to assign land lot numbers, enabling registration requests and subsequent normal exercise of property rights.


The association, working to resolve the issue, pursued changes to the land readjustment plan to secure additional common land, and Incheon City approved this and simplified the completion document procedures to minimize resident damages. Additionally, about 1 billion KRW in water supply charges were allowed to be paid in installments after project completion.


The city plans to promptly complete the land readjustment process for the Gyulhyeon District, completed as of the 15th of this month, to finalize procedures such as land lot number assignment and registration requests for normal exercise of property rights.


An Incheon City official stated, "We will strive to actively communicate with related organizations and devise creative solutions to address citizen inconveniences, as in the case of the Gyulhyeon District development."
