On the 16th, the Army's 23rd Security Brigade Logistics Support Battalion, which is working to establish coastal defense readiness on the front line of the East Coast, reported that at around 10:30 p.m. on the 12th, soldiers Song Chang-min and Lee Jae-hyung discovered and rescued a man who had lost consciousness and was floating in the sea at Chuam Beach in Bukpyeong-dong, Donghae City. They immediately reported to the fire authorities and jumped into the sea to rescue the man. At the time of rescue, the man was unconscious, with unstable pulse and breathing.
They performed cardiopulmonary resuscitation (CPR) alternately until the 119 emergency medical team arrived. When the 119 emergency team arrived at the scene, the man's breathing and pulse, which had stopped, were barely restored. The man was loaded into an ambulance and transported to a nearby hospital, and it is currently known that his life is not in danger.
Soldiers Song Chang-min and Lee Jae-hyung have been responsible for electrical and facility work since 2017, when the brigade was formerly the 23rd Infantry Division, maintaining a 24-hour immediate response readiness, and have been carrying out their duties based on an exceptional sense of mission and responsibility. The Donghae Coast Guard plans to present them with certificates of appreciation for their joint lifesaving efforts in this urgent situation.
Soldier Song said, "As a member of the military, I just did what I was supposed to do," adding, "I am truly grateful to have been able to save someone's life."
