Balanced Allocation Across Culture, Sports, Education, Safety, Welfare, and Economy... Focus on Resident-Centered Projects

Jungnang-gu (Mayor Ryu Gyeong-gi) has submitted a supplementary budget proposal (hereinafter referred to as the supplementary budget) worth 12.8 billion KRW to the district council, focusing on 'resident experience' across various fields such as education, culture and sports, urban environment, welfare, and economy.
The submitted supplementary budget is scheduled to be finalized on May 2 after deliberation by the Jungnang District Council (Chairman Jo Seong-yeon) starting from April 22.
With this supplementary budget, the district aims to strengthen administrative services that residents can feel directly, from areas closely related to residents' lives such as expanding health care and establishing a safe urban environment to fields that improve quality of life such as culture, sports, and education.
First, in the culture and sports sector aimed at improving residents' quality of life, 1.6 billion KRW is allocated for the creation of a barrier-free path at Mangwoo History and Culture Park, 800 million KRW for establishing a public library within the Jung-hwa 2-dong complex building, and 250 million KRW for the barrier-free project of the Myeonmok 2-dong gymnasium.
Additionally, 1 billion KRW is allocated for CCTV installation and video system construction, 1.09 billion KRW for the improvement of the pedestrian overpass in front of Jungmok Elementary School, and 70 million KRW for road surface subsurface joint investigation services, focusing all efforts on building a safe urban environment.
Efforts to grow into the best public education city include investing 1.51 billion KRW for the construction of the 2nd Bang Jeong-hwan Education Support Center and 630 million KRW for purchasing land for the Astronomy Science Museum. The purpose is to enhance regional competitiveness in a fierce educational environment.
Furthermore, new projects to support educationally vulnerable groups will be promoted, including 60 million KRW for supporting children's academy tuition fees at local children's centers and 10 million KRW for lifelong learning support for the disabled.
Residents from all walks of life will also be carefully cared for through detailed welfare policies. This includes 420 million KRW for building the Hwarang Village Senior Center to improve the living environment for the elderly, 680 million KRW for childcare projects such as operating Seoul-type daycare centers to improve childcare environments, and 290 million KRW for animal welfare projects such as creating resting areas for pet owners to establish a pet culture and coexistence.
Policies to revitalize the local economy and create jobs are also addressed. These include 180 million KRW for additional issuance of Jungnang Love Gift Certificates to simultaneously reduce the financial burden on small business owners and residents, 80 million KRW for specialized market development projects, and 350 million KRW for establishing the Jungnang Youth Center and youth support projects.
Moreover, 240 million KRW is allocated for resident autonomy committee project expenses, 10 million KRW for relocating and improving the environment of the Muk 2-dong autonomous crime prevention unit post, and 20 million KRW for overseas sister city exchange projects, promoting both internal and external cooperative governance projects.
This supplementary budget utilizes resources such as 10.9 billion KRW from the net surplus of the 2023 fiscal year preliminary settlement, 1.6 billion KRW in national and city subsidies, and 300 million KRW in non-tax revenue.
Mayor Ryu Gyeong-gi stated, "We focused on revitalizing the local economy and expanding administrative services that residents can feel, such as creating a safe urban environment where residents can live with peace of mind," adding, "We will promptly proceed with the projects as soon as the budget is finalized."
