The court dismissed the injunction request filed by Park Dan, the emergency committee chairman of the Korean Intern Resident Association (Daejeon Association), seeking to halt the increase in medical school admissions. This is the fourth dismissal following similar injunction requests from medical school professors, residents, medical students, and exam candidates.


The Seoul Administrative Court, Administrative Division 3 (Presiding Judge Choi Su-jin) dismissed on the 15th the injunction request filed by Chairman Park against the Ministers of Health and Welfare and Education regarding the decision to increase and allocate 2,000 medical school admissions for the 2025 academic year.


A dismissal means that the court ends the trial without examining the merits when the lawsuit does not meet the requirements or the claim is not subject to judgment.


As a result, out of six injunction requests filed in opposition to the government's plan to increase medical school admissions, four have been dismissed by the court.


Starting with the dismissal on the 2nd of the injunction request filed by representatives of 33 nationwide medical school professors' associations, the court has consecutively dismissed injunction requests filed by residents, medical students, and exam candidates, citing that "it is difficult to consider the applicants as having standing."


The court's reasoning is that since the direct counterpart of the increase decision is the heads of each university that has a medical school, applicants such as residents or medical students are merely 'third parties.'
