Gwanak-gu, Commercial Facility Development Gains Momentum Around Danggok, Sillim Station, and Sinwon Market Areas Conceptual Diagram of the Spatial Structure for the Sillim District Center District Unit Plan.

The area around Danggok Station, Sillim Station, and Sinwon Market in Gwanak-gu, Seoul, has been upgraded to a quasi-residential zone, paving the way for large-scale commercial and cultural facilities.


Gwanak-gu (Mayor Park Jun-hee) announced on the 11th that through the district unit planning zone and plan (decision) for the Sillim District Center, officially announced by Seoul City, it has laid the foundation to develop this area into a commercial and cultural city in the southwestern region.


This announcement reorganized the existing plans for the Sillim District Center district unit planning zone and revamped the urban management plans for the new station area and the aging Sinwon Market.


The district incorporated the east block of Danggok Station on the Sillim Line, which opened in 2022, into the zone boundary, and allowed the zoning of the incorporated area, originally a Category 3 General Residential Area, to be upgraded to a quasi-residential area. Based on this, through the establishment of business plans regarding development scale and public contributions, the zoning upgrade to quasi-residential became possible. Along with this, without restrictions from lot planning, autonomous joint development is allowed with a permitted floor area ratio of 350% and a height of 60 meters, anticipating changes around the station area.


Additionally, the district lifted lot restrictions that acted as regulations around Sillim Station and planned to encourage residents to autonomously jointly develop parcels adjacent to the subway entrance at Sillim Station Intersection, enabling large-scale development as a hub space in the station area. To improve the narrow pedestrian environment around the subway entrance of Sillim Station, joint development (special designation) offers up to a 50% floor area ratio incentive, and the maximum height was raised from the existing 70 meters to 90 meters.


For Sinwon Market, if two or more parcels are autonomously jointly developed on the condition of public contribution, the current floor area ratio of 250% will be increased to 350%. Applying the maximum floor area ratio also facilitates single-parcel development, and the maximum height is raised from the existing 20 meters to 35 meters.


The district expanded the relaxed parking installation zone to cover the entire market area to ensure that the current market can be preserved even after development, designating the first floor for market use. This allows new construction and extensions of buildings while maintaining the current market functions and space.


The district also reorganized plans to revitalize key commercial areas within the zone, such as Sundae Town and Starlight Street. To create food-specialized streets along the main pedestrian axes of Sundae Town and Starlight Street, restaurants were designated as recommended uses, building specialization guidelines were established, and efforts were made to activate the commercial areas.


Park Jun-hee, Mayor of Gwanak-gu, said, “Through this reorganization of the Sillim District Center district unit plan, we will do our best to ensure that the areas around Danggok Station, Sillim Station, and Sinwon Market take a step forward as a commercial and cultural city in the southwestern region.”
