The selected outstanding public officials for proactive administration include two recipients of the Excellence Award and three recipients of the Encouragement Award. The city explained that the candidates were chosen through a first round of evaluation combining internal and external assessments by experts such as professors and a self-survey, followed by a second round of evaluation by the Proactive Administration Committee, which included public and private members, and a resident survey.

The Excellence Award recipients are Kim Seong-jin, team leader of the Advanced Transportation Division, who contributed to Hwaseong City being selected as the nation's first autonomous driving living lab demonstration city, and Kim Seong-gyu, team leader of the Clean Water Facilities Division, who abolished shadow regulations that restricted water supply construction applications during the winter season.

The Encouragement Award recipients are ▲ Lee Kang-won, team leader of the Corporate Policy Division (who increased the industrial complex volume by 1.8 times over three years and boosted investment attraction from major companies in the area) ▲ Lee Hyuk, officer of the Civil Service Division (who provided customized civil complaint consultation services using artificial intelligence (AI)) ▲ Lee Byung-sang, head of the Livestock Division (who achieved zero outbreaks of highly pathogenic avian influenza through a project to plow rice paddies around poultry farms).

Outstanding public officials for proactive administration are granted the highest grade of performance bonuses, special leave, personnel evaluation points, and monetary awards.

The city plans to post exemplary cases of proactive administration on the city hall website and produce and distribute promotional videos and casebooks.

Jung Myung-geun, mayor of Hwaseong City, stated, "This is a time when the role of public officials who actively and creatively solve problems by breaking away from existing practices is crucial," and urged, "Please continue to do your best to practice proactive administration that can change citizens' lives and give them hope."
