Formal Launch of Jung-gu Proactive Administration Committee

Jung-gu, Seoul (Mayor Kim Gil-seong) formed the Active Administration Committee (hereinafter referred to as the Committee) on the 1st and held its first meeting. The Committee consists of a total of 10 members, including external members such as lawyers, labor attorneys, public administration professors, urban planning experts, accountants, architects, and internal members including the deputy mayor. It supports decision-making by providing advice and suggestions when there are difficulties in policy implementation due to unclear interpretations of laws and regulations.


At the first meeting held in the Planning Situation Room of Jung-gu Office on the day, the members reviewed Jung-gu’s “2024 Active Administration Implementation Plan.” They expressed opinions on ▲establishing a more resident-centered active administration plan ▲distinguishing between outstanding active administration public officials and simple exemplary public officials ▲providing definite rewards to public officials who work innovatively and with conviction.


“Active administration” refers to the act of public officials actively handling tasks based on creativity and expertise for the public interest, such as improving unreasonable regulations. The Framework Act on Administrative Procedures and the National Public Service Act also include provisions encouraging active administration by public officials.


Active administration plays an important role in national development and improving the quality of life for citizens. It can solve problems by utilizing new technologies or ideas, promote business growth by easing regulations, or alleviate inconveniences for the public. However, when actively pushing forward with work, there are times when it is unclear whether the boundaries of laws and guidelines have been exceeded. To prepare for such cases, Jung-gu provides legal interpretation through a pre-consultation system.


In the future, for serious matters that cannot be resolved through pre-consultation, the Active Administration Committee will review them, and the Exemption Committee will be able to support exemption and litigation as well.


Lee Sang-hoon, Deputy Mayor and Chairperson of the Jung-gu Active Administration Committee, stated, “We will create an organizational culture where employees who work actively are recognized and protected.”
