Completed Preparations Including Flood Control Material Management and Inspection of Flood-Prone Areas Before Summer Flood Damage Prevention Period
Dongjak-gu (Mayor Park Il-ha) is making every effort to establish a comprehensive flood and wind disaster response plan in advance to prepare for abnormal climate conditions such as the acceleration of frequent heavy rains.
The district announced that it has entered a preparation and response posture before activating the "Summer Flood and Wind Disaster Countermeasure Period," set from May 15 to October 15, aiming to minimize damage to residents.
Dongjak-gu's comprehensive flood and wind disaster response plan promotes zero flooding damage across 13 areas, including ▲ management of flood control materials ▲ inspection of flood-prone areas ▲ operation of flood insurance ▲ capacity-building education.
First, to ensure no shortage of flood control materials during disaster situations, the district inspected and repaired all 2,201 pumps managed by the district office and conducted a full survey of 24 types of flood control materials such as sandbags and protective tarps, which were promptly distributed to local community centers.
Especially this year, systematic pump management will be conducted through a professional company. Starting this month, each community center will simultaneously check the quantity and malfunction status of the materials they actually hold, immediately repair pumps that need maintenance, redeploy them on-site, and distribute additional pumps and accessories as needed.
Currently, Dongjak-gu possesses 2,083 submersible pumps, 98 engine pumps, 18 wet pumps, and 2 medium-sized pumps for flood control.
Additionally, pre-inspections of flood control facilities and flood-prone areas will be conducted by the end of this month.
The main inspection targets include three rivers?Dorimcheon, Banpocheon, and Daebangcheon?as well as rainwater pumping stations, sluice gates, slope facilities, totaling 326 locations.
The condition of drainage pumps, sluice gate facilities, electrical and computer equipment, and retaining walls will be checked, and any defects found will be promptly reinforced to prevent safety accidents.
Furthermore, the district supports the personal burden payment for "flood and wind disaster insurance," which can practically compensate residents' private property from unpredictable natural disasters such as typhoons and floods.
Last year, Dongjak-gu was the first among Seoul's 25 autonomous districts to enact an ordinance, and this year it will fully cover the personal burden for basic livelihood security recipients, low-income households, and single-parent families with a history of flooding. For general flood-affected households and small business owners, half of 30% of the personal insurance premium will be supported to alleviate economic burdens and promote psychological stability.
Insurance enrollment is available year-round; low-income households can apply at their respective community centers, while general households can enroll through private insurance companies selling the insurance.
In early May, the district plans to conduct "Flood and Wind Disaster Safety Preparedness Capacity Building Education and Training" for district office headquarters staff, flood response officers in each neighborhood, and care officials.
Park Il-ha, Mayor of Dongjak-gu, said, "All employees are making every effort to take proactive measures to prevent damage from flood and wind disasters," adding, "We will continue to expand practical measures and infrastructure to protect the lives and property of residents."
