'Gangnam Reconstruction Big Fish' Jamsil Jugong 5 Complex Transforms into 70-Story, 6,500-Unit Residence

Seoul City Passes Urban Planning Committee Review
Shintong Planning Advisory in 6 Months
School Site Issue Also Resolved

Jamsil Jugong 5 Complex in Songpa-gu, considered a major reconstruction project in the Gangnam area of Seoul, will be redeveloped into a large complex consisting of 28 buildings and 6,491 households.


On the 3rd, the Seoul Metropolitan Government held the 3rd Urban Planning Committee (Delegated Subcommittee) and announced that it had approved the revision of the "Basic Development Plan for Jamsil Apartment District in Songpa-gu," the reconstruction maintenance plan decision for Jamsil Jugong 5 Complex, and the landscape review with modifications.


Constructed in 1978, Jamsil Jugong 5 Complex is the first case to complete the Urban Planning Committee review through the Fast-Track advisory project currently promoted by the city. In this project area, it was decided in 2022 through the revision of the Basic Development Plan for the apartment district that a complex with 6,350 apartment units and a maximum of 50 floors would be built. After the announcement of the "2040 Seoul Urban Basic Plan," which effectively removed height (floor) restrictions, the maximum number of floors was changed from 50 to 70, and advisory consultations under the Fast-Track planning have been ongoing since September last year. The Urban Planning Committee review passed about six months after the advisory meetings began.

Accordingly, the complex, which currently consists of 30 buildings and 3,930 households, is expected to be transformed into 28 buildings and 6,491 households. In addition, the height restrictions for the Category 3 General Residential Area will be relaxed from 35 floors to 49 floors, and the semi-residential mixed-use zone will be raised from 50 floors to 70 floors.


The issue of school land, which had been a stumbling block for reconstruction, has also been resolved. The association, the city, and the Ministry of Education had been unable to narrow their differences regarding the relocation of Sincheon Elementary School within the complex and the establishment of a middle school. With this revision of the maintenance plan, Sincheon Elementary School will remain, and the middle school site will be designated as a public open space. After passing the Ministry of Education’s central investment review, the site will be changed to a school, allowing the maintenance project to proceed stably without a separate revision of the maintenance plan even if the school installation plan fails.


Jamsil Jugong 5 Complex plans to reflect the contents approved with modifications in this review, re-exhibit, and announce the revision of the maintenance plan. Afterwards, through integrated reviews covering architecture, traffic, and education, the architectural plan will be promptly finalized, and the project is expected to be actively promoted.
