Gwangju Nam-gu, Excellence in Identifying and Supporting Welfare Crisis Households in Winter

Nam-gu, Gwangju Metropolitan City, was selected as an excellent institution in the government-led '2023~2024 Winter Welfare Crisis Household Discovery and Support Evaluation' and received a commendation from the Minister of Health and Welfare.

According to Nam-gu on the 2nd, the Ministry of Health and Welfare evaluated the performance of discovering and supporting winter welfare crisis households carried out by local governments nationwide from November last year to February this year to protect vulnerable groups, eliminate welfare blind spots, and discover excellent cases.


This evaluation reflected four indicators: performance in discovering and supporting welfare blind spots, performance of self-discovery projects reflecting the characteristics of crisis households by region, public-private cooperation, and contribution to eliminating welfare blind spots.


Nam-gu put all its efforts into promoting specialized projects for discovering and supporting welfare crisis households and was listed as an excellent institution along with 23 local governments nationwide.


In particular, the self-initiated project to prevent solitary deaths, the '3-24H Check-in System,' and the 'Eutteumhyo Nam-gu Safe Care Housing,' which provides shelter to housing crisis individuals with nowhere to go, attracted the attention of Ministry of Health and Welfare officials.


The 3-24H Check-in System is a special management system in which 577 residents who have formed partnerships with vulnerable households in 17 neighborhoods within the district check on the well-being of vulnerable residents by phone or home visit within 3 hours, and if an emergency occurs, complete emergency measures within 24 hours with the cooperation of external agencies.


Nam-gu conducted four rounds of check-ins from November last year to February this year, and fortunately, no residents were found to require urgent assistance.


The Eutteumhyo Nam-gu Safe Care Housing aims to minimize housing gaps for residents who need temporary shelter due to fire, flood, or other reasons, and has been operating nine care housing units in five locations including Baegundong since December last year.


In addition, Nam-gu has been working hard to discover and support winter welfare crisis households by activating public-private safety nets such as honorary social welfare officers and the local community security council, providing medical institution linkage and housing environment improvement services to a late 70s basic livelihood security recipient who had been isolated by cutting ties with family and neighbors.


A Nam-gu official stated, "We will continue to discover and implement creative policies so that residents in welfare blind spots can settle stably in our society."
