Significant Resident Harm from Garbage and Odors
Converted into Resident Priority Parking Lot
A space that had caused inconvenience to residents for over 20 years due to illegal unauthorized occupation has been transformed into a resident-friendly area and finally returned to the community.
Seocho-gu, Seoul (Mayor Jeon Seong-su) announced on the 2nd that it completed administrative enforcement from the 29th to the 31st of last month against the recycling center and junkyard illegally occupying the city-owned land (Chebiji) at 1323-9 Seocho-dong, which were operating without permission and storing discarded home appliances and temporary materials.
Chebiji refers to land reserved by the implementer of a land readjustment project, excluded from the land exchange plan to secure necessary funds for the project.
The land was first designated as Chebiji in 1992 through the Yeongdong 1 Land Readjustment Project. The junkyard is estimated to have been illegally occupying the site since 2000, and the recycling center has been illegally occupying it since 2009 after the termination of its consignment contract, causing significant inconvenience to nearby residents.
This administrative enforcement was carried out to prevent residents' long-standing grievances caused by illegal unauthorized facilities such as waste, odor, and safety hazards, and to firmly establish law and order, improving the urban landscape to be more pleasant.
Seocho-gu issued multiple orders for restoration and relocation through interviews and official documents to the recycling center and junkyard that had occupied the site for a long time, and imposed compensation fees annually; however, the unpaid compensation fees amounted to 8.8 billion KRW.
Over three days, Seocho-gu removed 140 tons of waste, over 200 discarded furniture items, and 5 tons of scrap metal illegally stored on the site. The collected items are temporarily stored in Wonji-dong, Seocho-gu. If no return request is made by the recycling center or junkyard within one month, the items will be disposed of through sale or other means. The approximately 35 million KRW incurred from this administrative enforcement will also be charged.
Seocho-gu plans to open a resident-priority parking lot here next month. Mayor Jeon Seong-su stated, “We will continue to handle illegal unauthorized occupations that cause inconvenience to residents fairly and strictly according to laws and principles, and we will do our best to manage Chebiji and other areas cleanly and safely to utilize them as spaces for residents.”
