Busan Gijang-gun will utilize AI (artificial intelligence) for initial consultations to identify welfare blind spots starting in April.

Although social risk factors are increasing due to the recent rise in single-person households and aging population, sufficient consultations for households suspected of welfare crises have been difficult due to limitations in investigative personnel.


Accordingly, the Ministry of Health and Welfare has been promoting a pilot project for ‘initial consultations to identify welfare blind spots’ using AI, and Gijang-gun was selected as one of about 30 pilot local governments nationwide to carry out the project starting in April.


The AI initial consultation begins by sending a text message to the target individual for prior notice, followed by an automated phone system based on conversational AI.


The consultation proceeds in the order of ▲identity verification ▲crisis situation assessment ▲needs assessment ▲confirmation of whether in-depth consultation is required, and for those who respond that in-depth consultation is necessary, county staff provide direct in-depth consultations.


Additionally, the results of the AI initial consultation (conversation content and consultation results) are delivered to local government officials through the welfare information network and used as basic data for providing customized welfare services.


County Governor Jeong Jong-bok stated, “Through AI-based initial consultations, we can expand the scope of investigations to more households suspected of crisis while focusing on in-depth consultations for the individuals,” adding, “We will introduce various systems to improve the efficiency of welfare service operations and establish a dense welfare safety net.”
