Goheung and Uljin National Industrial Complexes, First Regional Pre-Feasibility Study Exemption Proposed

New national industrial complexes (hereinafter referred to as national complexes) being established in Goheung, Jeollanam-do, and Uljin, Gyeongsangbuk-do, will be promoted as the first in the local regions to be exempted from preliminary feasibility studies (hereinafter referred to as preliminary feasibility). The government plans to complete the exemption from preliminary feasibility within the year through Cabinet approval, as these national complexes have secured corporate demand.

On the morning of the 26th, the Ministry of Land, Infrastructure and Transport held a signing ceremony for the occupancy agreement at Seoul Station with Jeollanam-do, Gyeongsangbuk-do, Goheung County, Uljin County, Korea Land and Housing Corporation (LH), and companies wishing to move into the national complexes. This is a follow-up measure to the 'Promotion of Preliminary Feasibility Exemption for Goheung and Uljin National Complexes' announced at the Emergency Economic Ministers' Meeting on the 14th of last month and the president's directive to 'actively promote the preliminary feasibility exemption for the Goheung National Complex' at the twentieth public discussion on livelihood.


Unlike typical occupancy agreements, the Minister of Land, Infrastructure and Transport, who has the authority to designate national complexes, directly presided over the signing ceremony. Minister Park Sang-woo addressed securing occupancy demand, establishing complex plans reflecting corporate demand, and local government support measures all at once.


The excellent launch vehicle national complex, located in Yenae-ri, Bongnae-myeon, Goheung County (1.73 million square meters), aims to be an innovation hub for the 'space launch vehicle industry' to leap forward as a space power in the new space era. It serves as one pillar of the 'cluster triangular system,' an important part of the space industry value chain, as a launch vehicle special zone. LH and Jeonnam Development Corporation participate as project implementers, and they plan to actively attract anchor companies, SMEs, and startups related to space launch vehicles. On this day, eight companies, including Hanwha Aerospace, BitsroneXTech, Innospace, Dong-A Aluminum (all related to launch vehicle manufacturing), SaleX, WP, Wooribyeol, and Paru (all related to electrical and communication equipment manufacturing), signed occupancy agreements.

The Uljin Nuclear Hydrogen National Complex is being established in Hujeong-ri, Jukbyeon-myeon, Uljin County (1.58 million square meters). It specializes in clean hydrogen production using nuclear power and is implemented by LH and Gyeongbuk Development Corporation. According to the development plan, it will create a full-cycle hydrogen industry ecosystem and attract companies that use large amounts of hydrogen and electricity, contributing to strengthening the East Coast hydrogen economic belt that connects Uljin (hydrogen production) ? Donghae (hydrogen storage and transportation) ? Samcheok (hydrogen company cultivation) ? Pohang (hydrogen fuel cells). At this signing ceremony, six companies, including Hyosung Heavy Industries related to hydrogen storage, transportation, and utilization, Samsung E&A (formerly Samsung Engineering) involved in hydrogen production plant construction, GS Construction, GS Energy, Lotte Chemical, and BHI, promised to move in.


Minister Park Sang-woo said, "The creation of industrial complexes is a high-level administrative comprehensive art that goes beyond simple site development, encompassing regulatory improvements, compensation and relocation of existing residents, persuading stakeholders, attracting companies, and timely linking infrastructure such as roads, water supply, and electricity." He added, "The Ministry of Land, Infrastructure and Transport, with over 50 years of know-how, will lead the rapid development of the complexes."


He continued, "The Goheung and Uljin national complexes are the first in the local regions among 15 new national complexes to be promoted as preliminary feasibility exemption complexes, and they will become key industrial hubs leading the national economy and regional balanced development." He added, "The remaining national complexes will also have their preliminary feasibility studies processed quickly (from 7 months to 4 months) to promptly establish regionally specialized advanced industrial hubs."
