Changwon Special City in Gyeongnam held the ‘2024 Changwon Special City Resident Participatory Budget Committee’ appointment ceremony and capacity-building workshop at the Citizen Hall on the 25th, officially commencing its activities.
On this day, the appointment ceremony included awarding appointment letters to the 2024 Resident Participatory Budget Committee members, electing executives, exploring the operational direction of the Changwon Special City Resident Participatory Budget, and a special lecture on the resident participatory budgeting system.
The Resident Participatory Budget Committee will serve a one-year term until March 31, 2025. It will mainly gather diverse opinions from residents throughout the budget process, including budget formulation, and perform roles such as reviewing and adjusting the priority of citizen-proposed projects.

The 6th committee is composed of a total of 70 members through open recruitment and recommendations. It includes a wide range of age groups from their 20s to 70s, reflecting voices from various sectors of society.
Additionally, to efficiently perform the committee’s functions, it is divided into four subcommittees (▲Planning and Administration ▲Economy, Welfare, and Women ▲Culture, Environment, and City ▲Construction, Maritime, and Agriculture and Forestry).
Jo Myung-rae, the 2nd Deputy Mayor, said, “Through the active participation of the Resident Participatory Budget Committee members, I hope the resident participatory budgeting system will be further revitalized and, furthermore, the transparency and fairness of financial management can be enhanced.” He added, “I hope the committee will lead well so that it can establish itself as a practical participatory budget organization representing the citizens.”
Following the appointment ceremony, the second part of the workshop included a special lecture explaining the operational direction of the 2024 Changwon Special City Resident Participatory Budget system and the roles of the committee, providing time to cultivate the members’ capabilities.
The city is accepting proposed projects to be reflected in next year’s budget through the city website, mail, and visits until May 10, and any Changwon Special City resident can participate.
The submitted proposed projects will be reviewed by the relevant departments and deliberated and adjusted by the resident participatory budget organization, then finally selected at the participatory budget general meeting, and are scheduled to be implemented citywide next year.
