Over 200 Participants Including Technical Experts and Evaluation Specialists
On the 20th, the Export-Import Bank of Korea (KEXIM) announced on the 21st that it conducted an 'EDCF Performance Management Training' for over 200 feasibility study contractors and evaluation experts of the Economic Development Cooperation Fund (EDCF) at its headquarters auditorium in Yeouido, Seoul.
EDCF is an economic aid fund for developing countries established by the government in 1987. It was created to provide long-term low-interest loans to support industrial development and economic stability in developing countries and to promote economic exchange. KEXIM operates and manages the EDCF under delegation from the Ministry of Economy and Finance.
This is the first time KEXIM has conducted performance management training for participants in development projects. The training was designed to provide practical assistance for future EDCF projects by offering an accurate explanation of the concept of EDCF performance management and lectures focused on performance management framework case studies.
EDCF performance management refers to a series of activities aimed at enhancing development effectiveness, encompassing all tasks to achieve outcomes throughout the entire development project process?from project preparation, project management, to post-evaluation. The performance management framework is a collection of performance indicators established through feasibility studies to objectively measure and manage the outcomes of EDCF projects.
Since these performance indicators are applied from project completion through the post-evaluation stage, they must be properly established at the feasibility study stage to enable appropriate performance measurement later.
Participants also had time to freely share and discuss their practical experiences regarding EDCF performance management. Yoon Hee-sung, President of KEXIM, stated, "With the recent significant increase in Official Development Assistance (ODA) budgets, which are funded by taxpayers, interest in the performance of EDCF development projects is also growing. We will strive to ensure that all participants in development projects understand and empathize with the purpose and necessity of performance management to enhance the development effectiveness of EDCF projects."
