The Anti-Corruption and Civil Rights Commission's Central Administrative Appeals Commission announced on the 18th that it has filed a criminal complaint against a person who submitted over 10,000 administrative appeals containing criticism and insults against a specific individual over three years.
Mr. A continued to file unnecessary administrative appeals despite knowing that all the cases he submitted were dismissed and were not legitimate claims, causing the Central Administrative Appeals Commission to waste enormous administrative resources and budget.
The postage costs alone for handling the cases filed by Mr. A amounted to 72 million KRW, and delays in processing other administrative appeals caused harm to legitimate claimants as well.
Park Jong-min, Vice Chairman of the Central Administrative Appeals Commission, stated, “To prevent the abuse of administrative appeal rights by malicious complainants from obstructing the prompt relief of rights for other innocent citizens, we plan to actively consider not only filing criminal complaints but also pursuing damages lawsuits in the future.”
