This incident occurred just ten days after Commissioner General Yoon Hee-geun convened all 18 provincial police chiefs and frontline police station chiefs nationwide via video conference on the 7th to issue a "Special Warning to Eradicate Duty Violations." The main points of the special warning included enhanced punishment for those committing duty violations and strict measures against managers with inadequate oversight.

Following continued misconduct despite Commissioner Yoon's special warning, Commissioner Jo Ji-ho of the Seoul Metropolitan Police Agency declared on the 11th that if such violations recur, those in managerial positions, including police station chiefs, will be held accountable with disciplinary actions.
