Transformation of Garak Market Water Purification Tower... Creating a Premium Street on Songpa-daero

Songpa-gu (District Mayor Seo Gang-seok) is accelerating the promotion of its core project, the ‘Songpa-daero Premium Street Development Project,’ signaling changes around the Garak Market Water Purification Tower where world-class artworks will be installed.


‘Songpa-daero’ is a 10-lane boulevard serving as the gateway to southeastern Seoul. It is also Songpa-gu’s representative street, home to major facilities and tourist attractions such as Lotte World Tower, Seokchon Lake, Garak Agricultural and Marine Products Wholesale Market, and Munjeong Legal Town. However, for 35 years since the district’s establishment, it has been neglected in development, resulting in deteriorated surroundings and an urgent need to improve the local economy.


Accordingly, as a key pledge of the 8th elected administration, the district is promoting the ‘Songpa-daero Premium Street Development Project’ to create a vibrant, attractive, and walkable street full of sights to see.


In particular, since the Seoul Metropolitan Government announced the ‘Garak Market Water Purification Tower Public Art Project’ on March 13, related projects that the district is implementing along Songpa-daero this year have gained momentum.


Currently, the district is carrying out 25 detailed projects under the ‘Songpa-daero Premium Street Development Project.’


These include ▲installation of public art at the Garak Market Water Purification Tower, ▲creation of the Seokchon Lake Media Forest, ▲installation of the Jamsil Hosugyo Observation Rest Area and implementation of art murals under the bridge piers, ▲creation of a cherry blossom path along Songpa-daero and Seokchonhosu-ro as part of road space reorganization, and ▲reconstruction of disconnected buffer green spaces.


Among these, two projects have been completed, 20 are underway, and three are actively being discussed with related agencies.


In particular, the district has named the 1.5 km section from ‘Seokchonhosu-ro’ to ‘Garak Market Intersection’ the ‘Songpa Avenue Project’ and is focusing on creating a pleasant walking path.


After widening the sidewalks in this section and creating a cherry blossom path, the plan is to naturally guide visitors from Seokchon Lake to Songpa-daero, thereby revitalizing the local commercial district.


Additionally, to enhance project quality, the district holds weekly TF meetings and consults with experts in various fields, dedicating full efforts to the project.


Seo Gang-seok, Mayor of Songpa-gu, stated, “Soon, Songpa-daero will become a landmark of Seoul, harmonizing world-class artworks, a giant Taegeukgi flag, and beautiful parks. We will work hard to create changes in Songpa-daero that residents can feel this year and aim to complete the project by 2026.”
