Born in 1967 in Mongtan-myeon, Muan-gun, she attended elementary and middle schools in Mangun, Mongtan, and Illo, graduated from Hyeongyeong High School, holds a Ph.D. in Social Welfare from Chosun University Graduate School, served as a member of the 9th Mokpo City Council, director of the Yudal Center for Independent Living of Persons with Disabilities, director of the Jeonnam Research Institute for the Rights of Persons with Disabilities, and served as a non-standing commissioner of the National Human Rights Commission.
