Kim Jong-min, co-representative of the New Future Party, declared his candidacy for the Sejong Gap district on the 12th, stating, "I will make the completion of the administrative capital, the dream of Roh Moo-hyun and Sejong, a reality."

At a press conference for the Sejong Gap general election held at Sejong City Hall that morning, Co-representative Kim said, "The dream of Sejong that Roh Moo-hyun envisioned is not a self-sufficient city of 400,000 but a million-person administrative capital. Sejong's dream is an advanced decentralized nation where the metropolitan area and local regions coexist."

He added, "I will complete the political and administrative capital by fully relocating the presidential office and the National Assembly to Sejong," emphasizing, "I will move the Ministry of Foreign Affairs, embassies, cultural centers, press center, and KBS headquarters to Sejong and, based on this, attract international organizations to make Sejong a diplomatic and international capital."
