Implementation of Welfare Facility Worker Treatment Improvement Projects Including Substitute Staff Support for Small Social Welfare Facility Workers During Staffing Gaps, Incentives for Using Paid Leave, and Expansion of Welfare Point Support (150,000 → 200,000 KRW)
Gangdong-gu (Mayor Lee Su-hee) is set to actively promote the 2024 Gangdong-gu Substitute Workforce Support Project, which helps workers at small-scale social welfare facilities take breaks without the burden of workforce gaps.
The Substitute Workforce Support Project targets small-scale social welfare facilities in the area and provides support by deploying substitute workers for up to 5 days per person annually when staff members are absent due to reasons such as vacation, family events, or training. This project is a key initiative under the 8th local government administration’s pledge to improve the treatment of welfare facility workers.
The district plans to support substitute workers for 439 employees at 105 social welfare facilities from March to December this year.
Additionally, the district operates the ‘Gangdong-gu Sabbatical Leave System’ to support rest for workers who have served more than three years at social welfare facilities. To encourage active use of the sabbatical leave system by employees at small-scale social welfare facilities, incentives will be provided to facilities with excellent usage.
The application target for the Substitute Workforce Support Project is social welfare facilities with 10 or fewer employees. Applications can be submitted between the 1st and 20th of the month prior to the month in which the leave falls, through the dedicated website for the ‘Seoul City Treatment Improvement Support Project.’ The program may end early if the budget is exhausted.
Furthermore, the district is working to improve the treatment of welfare facility workers through various projects. Welfare points, which support the welfare of about 1,190 welfare facility workers, have been increased to 200,000 KRW annually (a 50,000 KRW increase from the previous year).
The district also plans to offer training programs such as ‘Humanities’ and ‘Leadership’ to strengthen the capabilities of welfare facility workers. In addition, programs like ‘Performance Viewing’ and ‘Healing Camps’ will be provided to prevent burnout from work and offer opportunities for rest and recharging.
Lee Su-hee, Mayor of Gangdong-gu, stated, “We will continue to improve the working environment and treatment of all social welfare facility workers, including those at small-scale facilities, to create a happy workplace for welfare facility workers and provide uninterrupted welfare services to residents.”
