Appointment of 2023 Fiscal Year Settlement Audit Committee Members, Processing of Livelihood Ordinance Proposals
The Wando County Council in Jeollanam-do (Chairman Heo Gung-hee) is preparing for the 318th extraordinary session scheduled from the 11th to the 19th, a 9-day period, to inspect the living conditions of residents in the first half of 2024, appoint the 2023 fiscal year settlement inspection committee members, and review nine agenda items including ordinances related to public welfare.
According to the council on the 7th, on the first day, the 11th, the 1st plenary session will deliberate and resolve matters such as deciding the session period and visiting residents' living sites. Before the site visits, reports will be received from the heads of the respective eup and myeon on the 2023 performance of eup and myeon projects, plans for key projects in 2024, proposed projects, and the status of the sites to be visited.
The site visits will cover six eup and myeon and 18 project sites in the first half of the year. From the 12th, inspections will be conducted over three days in Nohwa-eup and Gunoe-myeon on the 12th, Geumil-eup and Gogeum-myeon on the 13th, and Wando-eup and Sinji-myeon on the 14th. Any issues requiring correction or improvement will be addressed through the executive branch.

Additionally, six members will be appointed and approved as the 2023 fiscal year settlement inspection committee, and the executive branch will conduct the settlement inspection for 20 days in April. The ordinances to be reviewed during this session total nine: one by the Council Operation Committee, four by the Administrative and Autonomy Committee, and four by the Industry and Construction Committee.
Notably, among the council member-initiated ordinances, Vice Chairman Jo Young-sik’s “Wando-gun Outdoor Event Safety Management Ordinance” stipulates necessary measures for the safety management of outdoor events held in our county to protect the lives, bodies, and property of residents and maintain public peace and order.
Councilor Park Byung-soo’s “Wando-gun Landscape Conservation Direct Payment Ordinance” aims to regulate necessary support for farmers participating in the project who cultivate distinctive scenic crops in our county to beautify rural landscapes and contribute to regional revitalization through local festivals, rural tourism, and urban-rural exchanges.
Councilor Ji Min’s “Partial Amendment to the Wando-gun 119 Narmi Boat Operation Support Ordinance” seeks to expand the scope of support for operational losses of 119 Narmi boats and others that respond to emergencies in island areas within our county, thereby protecting residents’ lives and contributing to welfare improvement.
Chairman Heo Gung-hee stated, “The desirable administration in the era of local autonomy lies in raising the quality of life and regional development through the voluntary participation of residents,” adding, “During this extraordinary session, we will inspect major ongoing projects to review progress, seek efficient directions for project implementation, and strive to ensure smooth execution.”
Meanwhile, the Wando County Council plans to make final decisions on ordinances and other agenda items at the 2nd plenary session on the 19th. The plenary sessions and eup/myeon reports will be broadcast live on YouTube.
