Certain Restrictions Needed on Presidential Pardon Powers
The Reform New Party announced on the 6th that it will amend the constitution by 2027 to introduce a presidential runoff voting system.
Kim Yong-nam, chairman of the Reform New Party's Policy Committee, said at the 17th relay policy announcement press conference held at the National Assembly on the same day, "In the method of electing the president, a presidential runoff voting system should be established so that the person who ultimately gains the support of the majority of the people can be elected," adding, "We propose a constitutional amendment for a four-year two-term presidency to strengthen the responsibility and continuity of state administration by the president elected in this way."
Chairman Kim stated, "The powers of the president should be reduced, and the National Assembly, as the representative body of the people, should have its checks and balances function strengthened," pledging, "The scope of high-ranking judicial officials requiring National Assembly consent upon appointment should include constitutional court justices. Also, appointments of high-ranking judicial officials such as the Chief Justice of the Supreme Court should require the approval of at least two-thirds of the attending members of the National Assembly."
